No Insurance Because of a Pre-existing Condition

After I graduated college I decided to take the summer off to travel and visit friends before I started graduate school. I couldn't afford to pay the $350 a month payment for COBRA and wanted to find something more reasonable. But because I had a pre-existing condition, no other insurance options (i.e. Blue Cross of California) would accept me. Isn't it counter-intuitive that those who would need insurance the most (those most likely to need a doctor visit or treatment) aren't eligible? Insurance companies do not want to help those in need but rather to make money at little risk to themselves. I think insurance companies should be not-for-profit.
